مبدأ المساواة والكوتا النسوية في دولة العراق

الملخص

يهدف هذا البحث إلى دراسة مبدأ المساواة بين الجنسين وتطبيق نظام الكوتا النسائية في العراق، باعتباره أحد الآليات المهمة لتعزيز المشاركة السياسية للنساء وتمكينهن في المجالات السياسية والاجتماعية والاقتصادية والثقافية، يعتمد البحث على تحليل الإطار التشريعي والدستوري العراقي، مع التركيز على النصوص الدستورية في دستور العراق لعام 2005، والتي أكدت على مبدأ المساواة وحظر التمييز على أساس الجنس، كما يتناول البحث نظام الكوتا النسائية الذي تم اعتماده في الانتخابات العراقية لضمان تمثيل أكبر للنساء في مجلس النواب والمجالس المحلية. يستعرض البحث التحديات التي تواجه تطبيق مبدأ المساواة ونظام الكوتا النسائية، بما في ذلك العوامل السياسية والاجتماعية والاقتصادية والثقافية التي تعيق مشاركة المرأة الفعالة في الحياة السياسية، بالإضافة إلى ذلك، يسلط البحث الضوء على الإنجازات التي تم تحقيقها في هذا المجال، مثل زيادة نسبة تمثيل النساء في البرلمان العراقي بعد تطبيق نظام الكوتا. يخلص البحث إلى أن نظام الكوتا النسائية في العراق يمثل خطوة مهمة نحو تحقيق المساواة بين الجنسين، إلا أنه يحتاج إلى تعزيز من خلال سياسات أوسع تشمل التوعية المجتمعية وتغيير الصور النمطية حول أدوار المرأة. كما يحتاج إلى تعزيز الإرادة السياسية لضمان استدامة هذه الإصلاحات.
