لم تعد القرارات السياسية الدولية تُتخذ بالاعتماد على الرؤى الفردية أو التقديرات التقليدية، بل أصبحت التكنولوجيا اليوم المحرك الأساسي والديناميكي لصناعة القرار الدولي، إذ تحوّلت من مجرد أداة للتواصل وتبادل المعلومات إلى قوة استراتيجية قادرة على إعادة رسم خريطة السياسات العالمية وصياغة ميزان القوى بين الفاعلين الدوليين، وأثرت التحولات التكنولوجية بشكل جوهري على طبيعة المجتمعات والعلاقات بين الدول، فالعصر الرقمي الحالي يتميز بالأقمار الصناعية، والاتصالات فائقة السرعة، وتقنيات المعلومات المتقدمة، ما منح الدول والمؤسسات قدرة غير مسبوقة على جمع البيانات وتحليلها لاتخاذ القرارات في الوقت الفعلي، إذ تم تطوير نظريات حديثة في العلاقات الدولية والسياسة العالمية تركز على فهم أثر التكنولوجيا الرقمية والتحولات المعلوماتية على القوة، والأمن، والسيادة، والتفاعل الدولي، بما يعكس المعطيات الجديدة للعالم الرقمي، فضلاً عن ذلك، تأثرت هذه الديناميات بالسلوك الأيديولوجي المرتبط بالرأسمالية الجديدة، وهو ما أعاد تعريف دور الدولة والفاعلين غير الحكوميين وأبرز التكنولوجيا كعنصر حاسم في صياغة السياسات الدولية.
