تُعدّ العلاقة بين القوة وشرعية السلطة من أبرز الإشكاليات التي شغلت الفكر السياسي الغربي، لارتباطها بطبيعة السلطة والأساس الذي يمنحها حق الطاعة والإلزام ، ويتناول هذا البحث جدلية العلاقة بين القوة والشرعية من خلال تحليل التصورات الفلسفية والسياسية التي تناولت مفهوم السلطة عبر مراحل الفكر السياسي الغربي، بدءاً من التصورات الكلاسيكية، مروراً بنظريات العقد الاجتماعي، وصولاً إلى الرؤى الحديثة والمعاصرة ، كما يناقش البحث التحولات التي طرأت على مفهوم القوة، وانتقالها من صورتها القائمة على الإكراه المادي إلى أشكال أكثر تعقيداً ترتبط بالتأثير وإنتاج القبول السياسي والاجتماعي ، ويخلص البحث إلى أن القوة والشرعية تمثلان عنصرين متداخلين في بناء السلطة السياسية واستمرارها، وأن فهم هذه الجدلية يُعدّ أساساً لتحليل طبيعة الدولة الحديثة وحدود ممارستها للسلطة.
