تناول هذا البحث الجيوسياسي الأبعاد الدولية والإستراتيجية للتدخل العسكري الروسي في سوريا في ظل الهيمنة الأمريكية خلال الفترة الممتدة من عام 2024 إلى عام 2026. وتكمن مشكلة البحث الأساسية في التساؤل حول كيفية تأثر النفوذ الروسي ومستقبل قواعده العسكرية بعد الحدث المفصلي التاريخي المتمثل في سقوط نظام بشار الأسد في ديسمبر 2024، وكيفية استغلال الولايات المتحدة الأمريكية لهذا الفراغ الجيوسياسي لتعزيز هيمنتها الإقليمية وإدارة المرحلة الانتقالية بالتعاون مع القوى المحلية والشركاء الإقليميين. اعتمد البحث على منهج دراسة الحالة والمنهج النظمي التفكيكي لتحليل التوازنات العسكرية الحاكمة. وتوصلت الدراسة إلى أن انشغال روسيا بحربها في أوكرانيا أضعف من قدرتها على حماية النظام، مما أدى لسقوطه السريع وتكثيف الضغوط الغربية لمحاصرة الوجود الروسي، والذي أثمر في أغسطس 2026 عن توقيع تفاهم تاريخي يُنهي الصفة العسكرية لقاعدتي طرطوس وحميميم وتحويلهما إلى مراكز تدريب مشتركة تحت السيادة السورية المطلقة.
