قياس اثر التشريعات البرلمانية وقرارات مجلس الوزراء على ادارة الدولة

لاشك ان التشريعات والقرارات التي تعد محور ادارة الدولة وتسيير الحكومات يجب ان لا تقر بشكل عشوائي, بل يجب ان يتم اقراراها بعناية فائقة وحاجة ماسة لها, فكثرة التشريعات والقرارات لايعد من قبيل العمل الجيد سواء للسلطة التشريعية ام السلطة التنفيذية.
فلا بد ان يتم وضع خطط استراتيجية من خلال القراءة والتحليل والبحث في مدى حاجة المجتمع الى تشريعات وقرارات مع العرض اخذ الاولوية في التشريعات والقرارات.
هنا لابد من وجود مؤسسة حكومية ترعى هذا الامر ويكون تشكيلاتها من ذوي الخبرة والاكاديميين مع انشاء مراكز بحثية متطورة لغرض قياس الاثر للتشريعات والقرارت, واذا ما طبق هذا الامر في العراق ستكون هنالك نتيجة حتمية لتشريعات وقرارات نوعية وجيدة ومقسمة على استراتييجات بين قصيرة ومتوسطة وطويلة الاجل.
مع الاخذ بعين الاعتبار التغيرات الحاصلة في المجتمع والبيئة وحتى الموارد البشرية وازدياد عدد السكان مع قياس وفرة الموارد والمصادر الممولة للموازنة كالنفط والغاز, ومدى ارتفاع نسبة الانفاق الحكومي مع محدودية الموارد, كل تلك الامور تناقش في تلك المراكز وتؤخل التشريعات ويتم فلترتها وعرضها للمناقشة والتصويت.
