الملخص

يتناول هذا البحث إشكالية العقد الاجتماعي في العراق بعد عام 2003 في ظل التحولات السياسية والدستورية العميقة التي أعقبت تغيير النظام. ويسعى إلى تحليل طبيعة العلاقة بين الدولة والمجتمع، ومدى تحقق مبادئ الشرعية السياسية، والمواطنة، وتكافؤ الحقوق والواجبات. كما يركز على أثر المحاصصة الطائفية والإثنية وضعف المؤسسات في إعاقة تشكّل عقد اجتماعي جامع، ويخلص إلى أن غياب التوافق الوطني والتنمية العادلة أسهم في هشاشة الاستقرار السياسي وتراجع الثقة بين المواطن والدولة.
