This research examines the problematic nature of the social contract in post-2003 Iraq, in light of the profound political and constitutional transformations that followed the regime change. It seeks to analyze the nature of the relationship between the state and society, and the extent to which the principles of political legitimacy, citizenship, and equality of rights and duties have been realized. It also focuses on the impact of sectarian and ethnic power-sharing and weak institutions in hindering the formation of a comprehensive social contract. The research concludes that the absence of national consensus and equitable development has contributed to the fragility of political stability and the decline of trust between citizens and the state.
