تناول هذا البحث التكييف القانوني لاتفاقية خور عبد الله 2012، مستعرضاً إشكالاتها من منظور القانون الدولي والدستوري، بدءاً من تداعيات القرار الأممي 833 وانتهاءً بقرار المحكمة الاتحادية العراقية 2023؛ حيث خلص التحليل إلى أن الاتفاقية تمثل ترتيباً إدارياً لم يرقَ لترسيم حدودي نهائي، متأثراً بضغوط جيوسياسية أخلت بالتوازن السيادي. تتمثل أهم نتيجة في بطلان مسار المصادقة دستورياً، بينما توصي الدراسة بضرورة إطلاق مسار تفاوضي جديد برعاية أممية يعتمد معايير "الاستخدام المنصف" وضمان السيادة العراقية. الكلمات المفتاحية: خور عبد الله، التكييف القانوني، السيادة الوطنية، الترسيم البحري، المحكمة الاتحادية، القانون الدولي للبحار.
