يُعد منصب المحافظ من المناصب الإدارية المهمة في مجال الوظيفة الإدارية في العراق لتعلق عمله بتقديم الخدمات العامة لمواطني المحافظة التي يتولى إدارتها فهو ممثل للسلطة المركزية في المحافظة، ويُعين بدرجة خاصة وبمرسوم جمهوري. وللترشيح على منصب المحافظ هناك مجموعة من الشروط الواجب توافرها في المرشحن، فضلاً عن إجراءات معينة نص عليها قانون المحافظات غير المنتظمة في إقليم رقم (21) لسنة 2008، وفي مقابل ذلك هناك مخالفات قانونية نص عليها القانون اذا ارتكبها المحافظ يكون عرضه لفقدان منصبه، مما يعني أن ولاية المحافظ ليست دائمة وهي تنتهي في حال إرتكابه خرقاً قانونياً يتوجب إقالته من منصبه.
