ظاهرة تفشي المخدرات لا زالت تمثل ظاهرة خطيرة وتحدي يهدد السلم والامن الدوليين والمجتمع الدولي باسره لما تتركه من آثار سلبية على المستوى الفردي والاجتماعي،بل انها أصبحت اليوم واحدة من اهم التحديات لأمن الدول، بعد ان تنامت في العقدين الماضيين من حيث الشرائح التي تتعاطى هذه السموم ذكورا وإناثا ،صغارا وكبارا الأمر الذي جعل صناع القرار يدركون اهمية التصدَّي لهذه الظاهرة التي أصبحت تفتك بالمجتمعات، عبر استهدافها للفرد والاسرة، ما يجعل من تداعيات انتشارها وآثارها حربا اشد تدميرا وفتكا من الحروب التقليدية، عبر استهدافها لشريحة الشباب اللذين يمثلون قوة العمل الرئيسة والدفاع عن البلد وعماد المستقبل.
