التاثير الموضوعي للانظمة القانونية الدولية المؤقتة في وضع الانظمة القانونية الدولية الدائمة

لعبت القواعد القانونية الدولية دوراً اساسياً في تنظيم المجتمع الدولي ، ومن خلال تلك القواعد اصبحت امكانية تطور ذلك المجتمع ممكنة في ظل ادراك عام بضرورة التنظيم واهميته ، الا ان المشكلة التي تواجه عملية التنظيم تتمثل في عدم امكانية تحقيق الاجماع الدولي المطلق لقبول قواعد اتفاقية عامة ودائمة في عدد من المسائل المختلف عليها ، ويرجع ذلك الاختلاف الى عدة اسباب سياسية واقتصادية وثقافية وغيرها ، لذا نجد ان عملية التنظيم في مثل تلك المسائل يتنازعها اتجاهين مختلفين ، الاول هو ضرورة التنظيم والثاني اختلاف الارادات . في ظل تلك التعارض يبحث المجتمع الدولي عن سبيل للخروج من تلك المشكلة من خلال ايجاد تنظيم مؤقت يحظى بالقبول لحين ايجاد تسوية لوضع التنظيم الدائم ، ومن الممكن لهذا التنظيم المؤقت ان يؤثر بشكل مباشر على وضع التنظيم الدائم وفي قبوله وتحديد نطاقه ، عليه يتوجب مراعاة الدقة في التنظيم المؤقت لاهميته ، ومن خلال هذه الدراسة سيتم ايضاح الاثر القانوني للتنظيم المؤقت على التنظيم القانوني الدولي الدائم .
