الملخص

اثار موضوع الفساد الاداري والمالي اهتمام الفقهاء والباحثين كونه يعتبر من الظواهر الخطيرة التي انتشرت في دول العالم وخصوصا الدول النامية وان كانت ايضا تعاني منه الدول المتقدمة صناعيا حيث يعرف بانه كل انحراف او استغلال للسلطة او الوظيفة العامة لتحقيق منافع واهداف شخصية وتتعدد انواع واشكال الفساد الاداري والمالي فيكون على شكل الرشوة والاختلاس والتزوير والمحسوبية والوساطة والمحاباة وغيرها ويعزو سبب انتشار الفساد الاداري والمالي الى عدة اسباب منها اقتصادية وقانونية وسياسية واجتماعية ويترتب على هذه الظاهرة عدة اثار سلبية تنعكس على التنمية الاقتصادية ومستوى المعيشة والاستقرار السياسي والانشطة الخدمية والانتاجية وللفساد الاداري والمالي عدة وسائل لمكافحته او الحد منه منها وسائل على المستوى المحلي كالوسائل الادارية ووسائل على المستوى الدولي كالمنظمات والاتفاقيات الدولية والاقليمية.
