تقتصر التزامات المشغل الجوي في التأمين من مسؤوليته في المرحلة السابقة على وقوع الخطر بالتزامين اساسين تعد في الوقت ذاته حقوقاً للمؤمن، هما الالتزام بالإفصاح عن المعلومات المتعلقة بالخطر الذي يعد حجر الأساس في رسم السياسة العامة التي تسير عليها عقود التأمين من المسؤولية، فأهمية هذا الالتزام تتجلى بداية بالنسبة للمشغل الجوي من جهة، إذ من خلاله يعلم بحقيقة الخطر المؤمن منه ويؤكد جدية الامر الذي هو في صدده، فيحرص بذلك على الافصاح بكل ما يتعلق به ليحصل على افضل تغطية للخطر المؤمن منه، كما ان في هذا الالتزام تأكيداً على مبدأ حسن النية المطلق، ومن جانب اخر لتمكين المؤمن من تحديد مقدار القسط الذي يتناسب مع الظروف التي وجد الخطر فيها، لذا يعد الالتزام بتسديد القسط من قبل المشغل الجوي الالتزام الأساسي الثاني قبل تحقق خطر المسؤولية.
