تناولت هذه الدراسة موضوع نظام المشغل الاقتصادي المعتمد، الذي يعد أحد أبرز ادوات منظمة الكمارك العالمية، واثره في تبسيط الاجراءات الكمركية وتيسير حركة التجارة الدولية، من خلال تحليل إطاره التشريعي، ومضمونه وأهميته في العمليات التجارية الدولية، وجوانب تطبيقاته العملية، وبيان مدى امكانية تطبيقه في الكمارك العراقية، من خلال استعراض الطبيعة القانونية والإجرائية للشركات التجارية وفق أحكام قانون الكمارك، واختتمت الدراسة بجملة من النتائج المستخلصة والمقترحات التي خلصنا إليها بملاءمتها في تطبيق هذا النظام.
