في ظل تصاعد التنافس بين القوى الكبرى وتزايد الأزمات الجيوسياسية والتطورات التكنولوجية المتسارعة شهدت بنية النظام الدولي المعاصر تحولات متسارعة أعادت تشكيل طبيعة العولمة ووظائفها إذ تهدف هذه الدراسة الى تحليل العلاقات بين العولمة وتراجع العولمة وتأثير ذلك في بنية النظام الدولي الليبرالي ، من خلال مراجعة نقدية لمقال Markus Kornprobst وT. V. Paul ، مع توسيع الاطار التحليلي ليشمل التحولات العالمية خلال المدة (2022 –2026) اذا تنطلق الدراسة من فرضية مفادها إنّ العولمة لم تتراجع او تنته ، إنماّ شهدت تحولاً نوعياً في طبيعتها ووظائفها ؛ نتيجة التغيرات المتسارعة في مجالات التكنولوجيا والاقتصاد والامن الدولي ،اذ تعتمد الدراسة على المنهج التحليلي النقدي، وتفكيك المفاهيم الأساسية الواردة في المقال، ومقارنتها بالتطورّات الحديثة، لاسيما في مجالات الاقتصاد الرقمي، وسلاسل التوريد العالمية، والسياسات الأمنية، حتى أظهرت النتائج أنّ العولمة لم تعد عملية خطية قائمة على التوسع المستمر، بل أصبحت عملية ديناميكية تجمع بين التوسع والانكماش في آنٍ واحد، فقد تتوسع في المجال الرقمي والتكنولوجي، وتتراجع نسبيًا في مجالات التجارة التقليدية والاستثمار، كما توصّلت الدراسة الى أن النظام الدولي الليبرالي لم ينهَر، لكنه دخل مرحلة من التحول البنيوي، أصبح فيها أكثر تجزئة وتعددًا؛ نتيجة تصاعد النزعات القومية، وتراجع الثقة بالمؤسسات الدولية، واحتدام التنافس بين القوى الكبرى، ولاسيما بين الولايات المتحدة الامريكية والصين. وفي هذا السياق، تطرح الدراسة ثلاثة مفاهيم تحليلية جديدة، هي: العولمة الانتقائية، والعولمة المؤمّنة، والنظام الدولي الليبرالي المجزأ، بوصفها أدوات تفسيرية أكثر قدرة على فهم التحولات الراهنة، وتخلص الدراسة إلى أنّ العولمة في مرحلتها الحالية أصبحت أكثر ارتباطًا بالتكنولوجيا والبيانات، وأكثر خضوعًا للتقديرات السياسية والأمنية، مما يفرض ضرورة تطوير الأطر النظرية التقليدية، واعتماد مقاربات تحليلية شمولية تأخذ بالنظر التداخل بين الاقتصاد والتكنولوجيا والسياسة، كما توصي الدراسة بضرورة إعادة تقييم دور المؤسسات الدولية، وتعزيز قدرتها على التكيف مع التحوّلات الجديدة في النظام الدولي.
