يعد النزاع المسلح حالة غير طبيعية في العلاقات الدولية او حتى في المجتمعات الوطنية ويترتب على حالة النزاع المسلح الدولي ام غير الدولي فقدان المدنيين او حتى العسكريين لحياتهم او ممتلكاتهم، وفي بعض الاحيان تنقطع عن العوائل الاخبار عن حياة ذويهم من عدمها مما يتسبب في حالات لا انسانية فضلا عن مشاكل قانونية متعددة ، مما يترك على عاتق المنظمات الدولية واجب التحري عن مصير هولاء المفقودين ومعرفة مصيرهم.
