تلوث الهواء احد المشاكل البيئية التي تحتاج الى معالجة، وهذا الامر يتم وفقاً لأليات ذات طابع اقتصادي وقانوني للحد من اثارها على الاقل، وفي ذات السياق هذا التلوث اخذ ابعاد أخرى تمثلت بكون اثاره السلبية بدأت تمتد لتصل الى مناطق بعيدة وتعبر لتتجاوز اقاليم دول أخرى وهو ما يسمى بتلوث الهواء بعيد المدى العابر للحدود، مما يتطلب وجود جهود دولية الى جانب الجهود الوطنية للسيطرة على التلوث او الحد منه...
وعلى هذا الاساس ركز هذا البحث على الجهود الدولية حول الموضوع وبالتحديد اتفاقية التلوث بعيد المدى للهواء العابر للحدود لسنة 1979 والتي وضعت عدة قواعد قانونية لمكافحة تلوث الهواء العابر للحدود والحد منه، ومن أبرزها وضع ألية للتعاون الدولي في مجال البحث والتطوير، تبادل المعلومات، فضلاً عن انشاء البرنامج التعاوني لرصد وتقييم الانتقال بعيد المدى لملوثات الهواء في اوربا.
