نظرية السيادة الشعبية تعني أن السلطة العليا في الدولة تنبع من الشعب، وليس من حاكم واحد، وأن الشرعية السياسية تقوم على موافقة الشعب والشرعية هنا هي أساس سلطة الحكومة، وتأتي من إرادة الشعب الذي يتوقع منه أن يخدمه وتكون الانتخابات من خلال اختيار ممثلين منتخبين، تجسيداً رئيسياً لهذا المبدأ، كما أن مفهوم السيادة يختلف في النظم المختلفة على سبيل المثال، في الأنظمة الديمقراطية، يُنظر إلى الشعب على أنه مصدر الشرعية، بينما في بعض الأنظمة الإسلامية، تُرى السيادة الإلهية كقاعدة للحكم، إلى جانب السيادة الشعبية كآلية لتطبيقها، ومن المبادئ الرئيسية فيها ان مصدر السلطة الشعب وهو مصدر السلطة السياسيّة وتستمد الحكومة شرعيتها من موافقة الشعب، وإذا تجاهلت إرادة الشعب، فإن سلطتها تصبح غير شرعيّة ويُمارس الشعب سلطته من خلال ممثلين منتخبين، حيث يرى البعض أن النائب هو وكيل عن الناخبين في دائرته الانتخابية، ويكون ملزماً بتنفيذ تعليماتهم ويعتبر حق الاقتراع حقاً طبيعياً للشعب، وليس مجرد وظيفة
