International Engagement in the Red Sea after 2023: A Study of the Determinants, Patterns, and Implications

Following 2023, the Red Sea witnessed a significant increase in international attention due to its growing geopolitical importance, which is closely linked to maritime security, global trade, and energy security. This development resulted from the interaction of security, economic, and strategic factors, particularly maritime threats and disruptions to supply chains, prompting international powers to strengthen their presence in the region. Moreover, competition among major powers diversified patterns of influence through military presence, security partnerships, and economic investments. The policies of key actors varied, as the United States and European countries focused on maritime security, China relied on economic instruments, while Russia sought to enhance its geopolitical presence. These developments affected the regional and international environment by increasing maritime competition and cooperation and strengthening the importance of coastal states. The Red Sea is expected to maintain its central position in the international system, with its stability depending on the ability of various actors to manage competition and enhance regional cooperation.
