Administrative Investigation into Financial and Administrative Corruption Cases in Iraq: A Comparative Study

Administrative investigation is considered one of the most vital legal mechanisms adopted by states to ensure integrity and transparency within the administrative apparatus, and to combat financial and administrative corruption, which poses a direct threat to public funds and societal trust in state institutions. This research aims to examine the legal framework of administrative investigation in Iraq concerning cases of financial and administrative corruption, and to outline the associated legal procedures and guarantees. This is conducted through a comparative study with the Egyptian legal system, which is characterized by the presence of an independent judicial body, namely the Administrative Prosecution. The study highlights the similarities and differences between the two systems and proposes a set of recommendations to enhance the effectiveness of administrative investigation in combating corruption.
