قد تجلت الحكمة الالهية في خلق الانسان بابهى ما يكون وبعد قوله تعالى ( لقد خلقنا الانسان في احسن تقويم ) لذلك فتمام الخلقة واستقامة البنيان المادي للجسم وسلامة التركيب النفسي وكمال الملكات الذهنية هي السمة العامة لخلق الله وعزوجل هنلك يمكن الالتفات اليه من تزايد قد يكون ملحوض في الولادات التي تعاني القصور في جانب معين من جوانب الاكتمال الخلقي وهو ما يناقض التكامل الجسدي للانسان بصرف النظر عن الاسباب الظاهرة او الببعيدة لتلك الحالات وسواء كان مرجعها خلل جيني ام طفرة وراثية او امراض رافقت الحمل والولادة الخ من الاسباب المؤدية المؤدية لذلك الا ان ما ينبغي التعامل معه هو الواقع الذي فرض وجوده وهو وجود اشخاص ولدو ومعهم حالة عدم القدرة على اداء مهامهم وتلبية احتياجهمبشكل سليما هذا البحث سوف يتضمن دراسة التنظيم القانونيلذوي الاحتياجات الخاصة واهمية حماية حقوقهم في مختلف مجالات الاجتماعية والتعليمية والصحية .
