French policy towards West African countries since the beginning of the 21st century: Senegal as a case study

Abstract

This study analyzes French policy toward West African countries since the beginning of the 21st century, focusing on Senegal as a case study reflecting the nature of shifts in French strategy in the region. France has not relinquished its traditional influence in its former colonies, but rather reformulated it using new tools and mechanisms suited to international and regional transformations.

         Senegal's importance in the French strategic perception stems from its unique geostrategic location on the West African coast. It represents a vital gateway to the Atlantic Ocean and a pivotal point connecting Africa to Europe and the Americas. Furthermore, Senegal serves as a crucial center for monitoring security developments in the Sahel and West Africa, granting it strategic value in French calculations, particularly in light of escalating cross-border security threats.

        From an economic standpoint, Senegal's importance lies in its potential as a promising market for French investment, as well as its natural resources and investment opportunities in the energy, infrastructure, and services sectors. France has sought to strengthen its economic presence through multinational corporations, development aid, and economic cooperation agreements, ensuring its continued economic influence in the country

       In terms of political significance, Senegal occupies a distinguished position among African countries that enjoy relative political stability and a continuing democratic system. This makes it a reliable partner for France in enhancing its political influence in the region. Furthermore, Senegal is an important ally in regional and international organizations, which supports French positions on African and international issues , Conversely, Senegal's cultural importance is evident in its historical and linguistic ties to France. The French language serves as a key tool for enhancing cultural influence, in addition to educational and cultural institutions that contribute to solidifying the French presence and promoting what is known as soft power.

         French policy toward Senegal has witnessed notable developments, shifting from direct dominance to a flexible partnership. This shift emphasizes diversifying the tools of influence, with France employing multiple instruments, including economic tools such as investment and aid, cultural tools such as education and language programs, security tools such as military cooperation and counterterrorism efforts, and political tools such as reciprocal diplomatic visits and the strengthening of official relations.

      The study concludes that French policy toward Senegal represents a model of sustained influence in new forms. France has successfully utilized a combination of economic, cultural, security, and political tools to maintain its position in West Africa while adapting to international shifts and the rise of competing powers. This reflects a transformation from traditional control to a multidimensional strategic partnership.
