Partisan representation in official institutions and its impact on the formulation of public policies in the United States of America

Abstract

This study sheds light on the pivotal role played by both the presidential system of government and the bipartisan nature of the party system in the United States in shaping and directing the country’s public policies. The research demonstrates that partisan representation within formal institutions -particularly the legislative and executive branches- does not merely reflect symbolic affiliation, but rather manifests in active political and legislative practices that have a direct impact on the formulation of domestic public policy.

Within the legislative branch, partisan representation is evident in the majority party’s ability to control the congressional agenda and steer the legislative process in alignment with its political platform. This influence is reflected in the number of seats held by the party, the degree of party discipline during voting on proposed legislation, the control of legislative committees, the prioritization of legislative initiatives, and the facilitation or obstruction of bills based on party affiliation.

In the executive branch, the president’s partisan background serves as a key determinant of public policy direction. It influences high-level appointments, the content of executive decisions, and the use of tools such as the veto (the president’s constitutional right to reject legislation) and executive orders to promote or impede existing legislative initiatives.

The effectiveness of these mechanisms employed by political parties largely depends on the degree of rigidity or flexibility in the relationship between the legislative and executive branches. In this context, the level of partisan harmony or discord between the two branches proves to be a decisive factor in the effectiveness of public policy formulation under the presidential system. When partisan alignment exists between the branches, policy-making tends to proceed smoothly; whereas in situations of deep partisan division and polarization, legislative gridlock prevails. This dynamic is especially evident when one party controls the presidency while the opposing party holds a majority in one or both chambers of Congress.

Such institutional and partisan interactions are further shaped by the extent to which parties adhere to their ideological commitments and political positions-factors that often exacerbate polarization and, in turn, affect the stability, direction, and success of public policy formulation.
