يشكل التعاون الدولي أحد أبرز التحولات المعاصرة في بنية العلاقات الدولية، إذ أصبح مبدأً مركزياً في إدارة الشؤون المشتركة بين الدول، خصوصاً في ظل التحديات العابرة للحدود التي لا يمكن مواجهتها بالقدرات الوطنية فقط، ومن بين أهم هذه التحديات تأتي الجرائم الاقتصادية والمالية، وفي مقدمتها الفساد، الذي يمثل ظاهرة معقدة ومتعددة الأبعاد، تمس البنى السياسية والاقتصادية والاجتماعية، وتعرقل مسارات التنمية والاستقرار، وقد أدى تزايد خطورة هذه الظاهرة إلى تطور غير مسبوق في آليات التعاون الدولي.
