Abstract

This study dealt with the powers of the legislative authority in Iraq and the importance of its role in the democratic system. The legislative authority constitutes a vital part in organizing the state through enacting laws and monitoring the government, in addition to approving the budget and ratifying international agreements. However, many challenges facing this authority emerge, such as overlapping powers with the executive and judicial authorities, and weak oversight and accountability mechanisms. The study focused on the importance of strengthening the independence of the legislative authority, activating effective oversight mechanisms, and achieving popular representation that reflects the needs of citizens. It also highlighted the political challenges facing Parliament, especially with the presence of partisan differences and various political currents affecting its performance. In the end, the study emphasized the necessity of political reform to enhance the role of the legislative authority and ensure balance between powers, while enhancing transparency and accountability to achieve good governance in Iraq.
