Political System and Public Policies in the Digital Revolution: Towards a New Model of Governance

Abstract

This study examines the nature of transformations affecting the political system and public policies in light of the digital revolution, which has become one of the most significant drivers of change in the structure and functions of the modern state. The research aims to demonstrate how technological advancements, particularly in information and communication technologies, have contributed to reshaping the functions of the political system, enhancing new forms of interaction between the state and society, and reformulating public policymaking processes to become more flexible and responsive It focuses on how to develop digital political participation by highlighting modern technologies and their role in decision-making. The study is based on the hypothesis that the digital revolution is no longer merely a technical tool, but rather a structural factor that contributes to the emergence of a new pattern of governance based on digital governance. It also redistributes roles among political actors and influences the concepts of sovereignty and legitimacy. Furthermore, the study discusses the key challenges imposed by the digital environment, including cybersecurity, data protection, the spread of misinformation, and the ability of political systems—particularly in developing countries—to adapt to these transformations. The study concludes that the success of political systems in keeping pace with the digital revolution depends on their ability to adopt effective digital strategies, enhance transparency and accountability, and develop technological infrastructure. This, in turn, contributes to improving the efficiency of public policies and the quality of governance, paving the way for a more interactive and sustainable model of governance.
