Abstract

The Reconstruction Fund for the Poorest Provinces is a government body that seeks to improve services and tackle poverty and unemployment in the poorest provinces, particularly in Muthanna Province, which, according to statistics compiled by the Iraqi Ministry of Planning, is the poorest province in Iraq. The Fund focuses on implementing vital infrastructure projects to provide basic services to the poorest governorates. To achieve the Fund’s objectives and goals, the Council of Ministers issued Regulation No. (5) of 2023, amended by Regulation No. (5) of 2024. Article( 55) of the Federal General Budget Law for the years 2023, 2024 and 2025 constitutes the primary legal basis for the Fund, as it allocates an amount of 500 billion dinars within that budget to the five governorates covered by its provisions, including Muthanna Governorate. Through this research, we seek to understand the concept of the Fund, its structure, financial resources, members, and the supervisory bodies responsible for monitoring its operations, by analysing the Reconstruction Fund system for the poorest governorates, identifying its shortcomings, and proposing solutions to address them, including the need to introduce additional criteria for selecting the Fund’s chairman, deputy chairman and secretary, as well as amending certain provisions to ensure greater precision and compliance with current laws and regulations.
